Fish "preserved" this way is no longer "raw", it has been acid-cooked. Raw fish would spoil in the refrigerator, this is preserved so does not spoil.. This is also the theory behind fish dishes such as Ceviche. Mmmm, my mouth is watering just reading the recipe !!!
