it was the women decide whether to go to war or not.
since they were ones to lose the most
their provider husbands/ sons for future of the people/ and the
men *teacher elders etc/
not to count leaving them defenseless
whiel men were at war.

once the decision was made..
then it became the responsibility of the men war chiefs
to bring about as swift and least damaging solution to the problem

if the women felt a chief was not being responsible
or that it was time to stop the war action
they superseded the chief and could even replace him with a different chief at any time should they deem one had behaved dishonestly or irresponsibly toward the protection and betterment of the people's interests first.

they had a woman elder that had the right to displace a chief

generally this was a woman of great age/ with many experiences
in life not just a group of younger women that behaved more like a highschool click if you know what i mean..

i still think it was the best run freely governed system
