Not good.

According to a domain "Whois" search of zapperplans.com, his name is Luke Parrish. He actually lists his address in the "order by mail" section of the site, which also matches the Whois information. It's also possible to contact his host server with this information.

Additionally, registering a complaint with PayPal against his account (orderdesk@zapperplans.com) is a viable option.
