I know that it would not be the first time that Saddam was behind a terror attack aimed at us Citizens that was actually carried out by someone else.

I am referring to the Quadafi "Line of Death" incident in the late 80's. There was a small conflict, mostly using cruise missiles in response to the bombing of a building in Beirut. A message was intercepted from Saddam to Quadafi concerning his part in the bombings in and around Beirut. I can not state the exact wording of the message since I am not sure if the information is still considered classified. This message was not manufactured by the US Government. I was in the US Navy at the time and was part of the team that intercepted the message. This touched off the skirmish known to the Navy as the "Quadafi duck shoot".

You may argue as you like but I know this to be fact, I was on the spot so to speak. This was not the only type of correspondence from Hussein that was intercepted.
