As to manufactured terrorist threats... and the government knowing it was coming, see the link provided. (I've done a bit of research on this)

The last post is a dozen or so links to news articles indicting that the US government knew it was coming from numerous different sources, both foreign and domestic.

Also, some people think it was manufactured enough to go to court over it...
