As far as getting a spark goes, i personally find that using a 9 volt battery is much more affective. they are much easier to attach a wire to and a bit stornger. make sure you have a good connection between the wire and the battery end, on a 9 volt the negative lead is easy to attach to, the positive you might have to first twist then tape.
make sure you have a regular stainless steel bowl, that it is not coated with something. then go to a slightly dark area, not dark but dim. touch the wires directly across the bowl from each other, as if the bowl were not there the wire ends would directly touch each other. also only touch till you get a spark, once you get it, take it away. you will find that it gets easier and you will only touch the wire to the bowl for a millisecond, just long enough to get a spark. i usually use about 7 - 9 sparks to energize about 30 oz of water.
