1] Is Iraq winning the war?
The Iraqi insurgents, the ones fighting for Iraq freedom from U.S. control there, have played their cards in an astoundingly effective manner. They simply hunkered down during the initial phase of the invasion by U. S. forces, but now these insurgents are starting to escalate the violence against Americans and American-friendly authorites like police and politicians and businessmen.
As the time nears for the Americans to start pulling out and turning the country over to the American's own choices for political leadership through "planned victory" by not letting the electoral candidates be chosen by Iraqis but by Americans. This is the common ploy of "having their own men in all the right places". The fighting might end if there was a clearly fair election process, and if the oil resources development was being done FOR Iraq instead of Haliburton.

2] Or does President Bush WANT this chaos in Iraq?

Due to the rising violence in Iraq, the United Nations will not send election monitors to Iraq in January, when the elections are to take place.
It is likely that Pres.Bush wants it this way, so he can install his own 'American oil-business' friendly politicians.

3] The $18.4 Billion reconstruction fund has only spent $.14 billion, and the U.S. just announced that $3.5billion of that fund will be DIVERTED for security, in the face of the increasing violence [see #2 -is this what Bush wants?].
Electric power, clean water, sewage, and roads need to be re-built after the U.S. dropped all those huge bombs on the nation that has been subjected to Bush's "spreading of freedom" .

shall we call him Bee-El-Zee-Bubba?
