While sexual curiosity and exploration is natural for a 13yo...expressing this with a 4yo is not normal. Although you have stated that your son has no history of sexual abuse, I would suggest that you explore this further. Clearly, he is aware that this behavior is wrong...he told your daughter not to tell. It is possible that he, too was told not to tell.

I would suggest that your family seek help from a therapist or clergy who can guide you in dealing with sibling sexual abuse. While it is true that there are mandatory reporting laws for healthcare workers, therapists, educators and clergy...it is unrealistic to expect that you can address this by keeping your son away from your daughter. Not only will it be impossible for you to monitor every moment that your son is with your daughter over the coming years...this will not address the root of your son's problem...nor will it protect others from his potential behavior. Regardless of the source of the problem...this is a 'family' problem as it is effecting the entire family...and needs to be addressed as such.

As difficult as this is for you now...please understand that it can become much worse if not appropriately dealt with. Attempting to address this in secrecy will only lead to further complications...for your daughter, son and the whole family.
