The 4.46 volts sounds OK if you are using a DMM to check it. Ours will read about 4.6 to 4.8 on a DMM. Should be 9.0 to 9.6 on a scope.

The important thing to consider is frequency. It should have both 30 kHz and 2.5 kHz ranges for best results.

Be sure to use pure copper C11000 alloy for your footpads.
