Yes, Louise. You answered your own questions by stating them. As it so often happens, a question contains its answer like a seed contains its flower or tree. You have good intuition, which is but the ability to know the connectedness of things, times and events. Past lives are no less in the past as this present moment is. They simply occur in other time lines or time dimensions that we call "the past." Usually, such karmic past life incidents as your drowning in the sea don't come to the surface of a person's attention before one has reached a certain age.
The purpose of karma is to grow through one's past experiences, which cannot be expected to happen in the first few years when consciousness is not differentiated enough yet. Then something like a movie can act as a trigger to help take the soul memory and translate it into cellular memory. This allows you to physicaly feel the memory as emotion, fear of drowning, fear of death, fear of losing control etc. The emotion gives you the opportunity to deal with the karma and pass through it, and to free yourself of the underlying fear. When I do Sacred Santemony for people, I am often able to help complete that process or at least accelerate it. People have reported to have lost their fear of heights or water after such a session because we have brought an old cycle to a conclusion; hence the fear is no longer necessary.
Life itself is a process of transforming one's fears, worries, doubts, etc. into their opposites. When this happnes, what was pereceived as a threat before, is now no longer threatening. The so called negative situations in life, which we tend to see problems, are simply modes of perception, or points of view. Since you are the point that is doing the viewing, you can consciously decide what you want to see when you see a problem. The effect that results from your viewing of your viewing is your own making. In other words, if you see a certain situation as a problem it will assume that reality for you just by seeing it that way. Therefore, there is no victim in any of this, just the opportunity to grow stronger, wiser and happier.
Difficulties are opportunities, not obstacles. Facing death while being alive can greatly enrich you. It is one of the greatest masteries to lose the fear of death and dying while ypou are alive. It leads to the knowingness that death is actually birth, and being born is more like dying. I died three times in this lifetime, just like my father did before he departed 35 years ago. Returning to this body or being born into a human body feels more like being put into a straight jacket, and dying feels like being released from it. Everything in this world is exactly opposite to how we perceive it, and it is for us to see both the illusion and the real thing and not have a problem with either of these.
