Just like the infamous IRS code that misleads when it puts 'falsehoods' and 'outlines dire consequences' in the 'titles' of the chapter and verse of the 400 page code that don't actually exist in the actual wording of the code itself. Since the titles are not actually the laws, they can alter and exaggerate them as much as they want...

These ccare tactis are used to obfuscate the fact that they don't have, and never have had the powers of control that they would like everyone to believe.

Most people believe them none the less, and are caught in an endless cycle of emptying their wallets into the pockets of the Inetrnational Federal Reserve bankers.
