Gene regulation is not a biological mechanism...it's a biological FUNCTION. This is simply a term used to describe which proteins, and how much of them, the cell makes. They often do this by encoding a protein that turns specific genes ON or OFF. Here's what I mean by a mechanism:

Random mutations via natural selection, genetic drift, genetic accomodation, there are a few more. You have merely stated a bilogical function -- but that in itself cannot create change....you need something directing it. Try again. S
