The "blame" factor is responsible for the late presentation of people with lung cancer and the lack of investment into treament and research for lung cancer. Esp in modern Britain, pity anyone who has an unfashionable disease. The targets are orientated around a few politically prominent conditions-to the detriment surely of the others.
