He is referring only to one of the nine Covenants. Notice covenant is in the singular, referring to the "Mosaic Covenant", given at Mount Sinai which was conditional. It was an "if then" Covenant: If you keep My commandments, then I will bless you; If you do not keep My commandments, then I will curse you. Get out your concordance and "Study to show thyself approved".
