I wouldn't begin to tell you that what you are seeing, or try to insist that, in light of my description, that the process you are doing is not helping your plants. Direct observation trumps theory. But what I can tell you is that the reasoning behind it being an electric charge being held in the water is (quite probably) not valid.

If you touch the water, does it shock you? What about with your bare feet touching the earth?

An electric charge worth anything would probably be able to be felt, and after you felt it, the charge would be lost.

It won't be an electric charge on your calcium hydroxide, either, except for the already balanced charges the various pieces share.
