Hi Lapis,

You are so correct!

Electrical Energy is vibrations, and depending upon what Frequency the vibration is , may determine what Alkaline Minerals or Acids may be formed or broken down etc, and what matter may develop from this action!

And to take it one step more, vibrations are determined by which frequency of Light(visible or not)of the Electro-magnetic Light Spectrum we may be dealing with!
