No. Simply put (and if were that easy),plaque adheres to the teeth and nothing short of mechanical removal (brushing thoroughly and flossing) will remove it. Tartar is calcified,so nothing short of dental instruments will remove that. There is a mouth rinse called Plax (which is a pre-brushing mouthwash) that softens the plaque to make it easier to remove with brushing.

Honestly? If you remove all the plaque you'll never HAVE tartar.
