Does he have regular cleaning at the dentist? If there is a build up of plaque or tartar then a good cleaning will help the gums tremendously. Meanwhile he should brush with baking soda daily and maybe even rinse with a warm salt water solution. This should help but I really think a good cleaning will do him the world of good.
