It all seems to add up to an allergy. Oatmeal does have gluten which is one of the big issues with grains like wheat in terms of allergies...so Maybe you have to start eliminating foods, or eliminate everything for a few days and start from scratch again introducing one food at a time for 4-5 days to make sure there are no allergies.

A note...I bought Aveno Baby moisterizer, the one with the oatmeal, and used it once on our baby, and he got a really bumpy rash from head to toe. Assuming it's the oatmeal, that would be your rash. But he's always had dry patches here and there, so I know he's sensitive, but it's not eczema because if I moisturize him twice a day for a week it usually clears up.
