I'm not sure if this will be of help but I will offer it anyway. I broke out with a strange rash on the front of my neck a few months ago, it looked like I was burned. It was red and VERY painful. I ended up going to the ER and they gave me a steroid shot and steroid cream to use for 2 weeks. They said it was contact dermatitis, probably cause they had no idea what it was so I must have come into contact with something and had an allergic reaction to it. Yeah. Anyway, to make a long story short, it made it worse in the long run and caused me to break out with pimples. So I got some homeopathic cream, which I wish I would have known about before, called Florasone. Let me tell you, it cleared up within a few days. I used two 1oz. tubes for about 7 days. One tube cost about $10 but it is definitely worth it. Now, I don't know if this will work on what you have but I thought I would share.
