To me it seems that she craves for intimacy but is scared of being hurt. Maybe she has been hurt in the past and is scared to see that happen again.She is plain confused.

Talk to her clearly- sound her out. Tell her how you feel being let down and that you are offended when she does that and don't want to handle it and that you need her to make up her mind and show some stability in your relationship.
