No matter how hard it is to avoid seeing him, definitely don't continue to let him use you. Of course he would say it's okay to sleep together as friends! What guy wouldn't turn down sex!? If he's not making any commitment, not being truthful and honest, don't even think of treating him as a friend not to mention sleeping with him!
