The Finishing Touch is more like a trimmer. I don't think it's designed for any significant amount of hair and it won't cut real close.
I think you'd probably find one of the Norelco shavers from the MEN'S range would probably be about the best you'll find. Unlike some others, they don't irritate the skin. But they'll only work successfully on very short hair.
I reckon that if one's going to end up shaving anyway, it makes good sense to get a top-notch razor for the job. But if you go for a Norelco (I'm assuming you're in the US or Canada -- they're known as Philshave in other countries) be warned that they're not really any use for anything but the face or areas that are effectively already reduced to the very shortest of hair or stubble.
