QUESTION: Is there anything I can do about noisy neighbors? Upstairs, the individual talks and walks loudly and likes to play his guitar late at night – he also uses his garbage disposal late at night. The individual next door allows her grandchild to run and jump in her apartment and scream at the top of his voice – she babysits this child all the time. I live in an l-shaped building in the hacket position.

ANSWER: Put cones with the big mouth end facing the sound problems. Plus, have nice, friendly talks with your neighbors.
