It would seem to me that they need to request permission before doing that, primarily because they are using the info to their advantage (plumping up their website). OTOH, this person may just be ignorant of the legalities and just trying to help people, but maybe if they are contacted, they will change their site to say something like "the following excerpts are posted on this site with the express permission of the individual posters", or some such thing.
