Yes, the biological world existed when He chose to create people. So think of this: If there is a God and He loves us enough to choose us over animals, why would He let us evolve from animals? and when did He start to love us? Before we were apes? When we were apes?

Are you thinking that God may have chosen evolution in order to create us?
