Start making noise about the situation. Contact congressman and other politicians, complain to the department of labor and make a commotion to the media. No one will want to deal with it UNLESS you make it a scandal and KEEP making noise about the situation. Check these websites and don't let the situation be buried.

The "headlinespot" website lists the local newspaper (Times Picayune) that was very active and helpful during Katrina but also lists some radio stations, use them to get your story out. The other website is for the U.S. Dept. of Labor, but also inform the STATE Dept. of Labor and any politician you can think of (Governor, Mayor, Councilman, etc.). Ask churches/faith-based organizations how they have accessed federal funds and what solutions they have used for similar situations. Explore government websites to find all of the politicians dealing with Katrina recovery, your father is probably not the only one that hasn't been paid and there might be a class-action lawsuit or other legal action against FEMA.
