This may not be your problem but... have you changed the type/brand toothpaste you use? I had to start using natural paste that is purchased in health food stores. I tried baking soda but it too strong for mouth tissue. The inside of my mouth and bottom lip peel off when I use regular toothpaste. Allergy to some of the ingredients. Try leaving off you toothpaste for a few days and see what happens. I would definitely see a Dr. is you don't get better.
