Granted, it is preferable to use organic, however, the use of formaldehyde is ILLEGAL in the US and Canada and has been for years and so if this person can only afford to buy non-organic, I feel there are reputable companies who do sell non-organic syrup which complies with code.

Formaldehyde is not fine...agreed.
