anything will lose some degree of potency over time as it degrades. I do not know specifically with cayenne but I do not believe it will degrade very rapidly as with other dried herbs which are consumed in that form partially for the convenience of storage. Just make sure the cayenne is organic and unheated (irradiated) the cayenne from the spice rack is not very potent generally being only 9,000-40,000 heat units.
