Epaderm is my go-to if I want to force a lip peel. Slather it on before bed, wake up the next morning and the skin slides right off.

For a more gradual/gentle lip peeling cycle I stick to aquaphor. Using this consistently means that the build up never becomes enough of an issue to bother me.
