The details are in the patent application by Encore Vision (bought by Novartis). As far as I can tell, the application is not yet published.
The fine points of the preparation will be described in the patent.
There may be some know-how beyond just mixing up lipoic acid and choline.
Since there is a patent, there is no incentive for another company to create something similar.
