You are correct, the green is copper chloride and it is toxic if in excess. The problem with those terminator style zappers is that the contacts are too small and they are too close together.

Using the copper hand holds is better, because they can be wrapped in wet paper towels or wet cloths,keeping the copper off of the skin.
