Dr Dowling used my DC Electrifier (made by BioElectric) to treat patients. But you don't need a doctor to apply treatments to you. BioElectric's devices are all for home use. I don't think he is in Ecuador any more. I moved away from Ecuador in 2014. Even better than using direct current is applying oscillating magnetic fields via the OMF Generator. That is because most peoples skin is too sensitive to not burn when using direct current. OMF enters into the tumor without you feeling anything. It's a great device.
