Isn't it that rules are not the same for humans than what they are for dogs?
One may experiment on mice much more easily than on men for instance...
From my own experience in trying to get information, I found that laboratories are waiting to get allowed to try their discoveries on humans, but do not get permission to do so, and do not know when FDA will allow them to do so, it seems...
