To my knowledge, there are two ways to do this;

1. Create an elemental microparticle solution using an HVAC(high voltage AC) process. Which works out in some ways to be very similar to the DC process in that two electrodes are used. With the notable exception of the structural differences; charge, dispersion properties, size etc.

This process involves the use of high voltage and some rather challenging conditions that would not likely appeal to many DYI'ers. To which I'd add, the costs are usually much higher than with LVDC processes due to the added measures to control heat and ensure safety.

2. Using an LVDC(low voltage DC) process method, and convert the silver ions into elemental particles during processing.

This method is far simpler(and safer) than with HVAC and has become the most common method of producing CS at home today. I'd also add that while both methods require investing in equipment, that the LVDC method has the advantage of being a simpler more cost effective method for DIY'ers

That said, the LVDC process offers the unique advantage of controlling the ratio of ionic to elemental silver during production.

However, and I might add, there is always the possibility of creating your own encapsulated Colloidal Silver solution in hopes of treating your condition. Furthermore, I'd add that this would not require more than a simple DC circuit(none inverting), and a stirrer along with a few pieces of inexpensive lab glass(beakers, test tubes etc). After which, you could add an encapsulating agent to run some trials with afterward.

PS. in order to make things easier on yourself, I'd recommend assembling a small scale setup(no more than 250ml at a time). This way, you could get familiar with the process without breaking the bank, as well as keeping things manageable while you familiarizing yourself with the process.
