I'm not sure if it's eczema or not so definitely worth seeing a dermatologist to be sure. In the mean time, I recommend this moisturizer from a Japanese line Yu-Be (you can order it online from their site or Sephora or Amazon...). It's not a medicated cream but it's know to work really well for eczema. I personally get really extreme dry, flaky, red, itchy skin in the winter and this stuff totally clears it up. It's a bit of relief for what you're going through, and there's nothing in it to make you worry about overusing it.
