Actually, that is not the best advice.

The point is that the human body can not feel those higher frequencies. Even if they were strong enough to cause serious damage, you would not feel them.

The reason is that the muscles and nerves in the human body and the muscles and nerves of most animals only respond to lower frequencies. In fact, even at the same strength ( voltage and current ) the nerves can only detect lower frequencies. When higher frequencies are sensed, it is usually the result of aliasing.

So lower frequencies, especially below 300 Hz are going to feel stronger than high frequencies even at the same strength.
