I think it's exfoliative chelitits (very very mild) and angular chelitis in the corners of the mouth. I found that I would get angular chelitits when I licked the corners of the mouth a lot. This is easily solved by not persistantly licking the corners of the mouth when you are eating, because once you break through the sensitive skin and bacteria gets in you get those nasty/painful scabs from infection. If this is about as bad as your lips gets then you have a lot to be thankful for. Mine look a lot worse when left alone and the scabs are thicker and run the entire perimeter.
