Yes, more than you realize. The human body is between 60 percent and 78 percent water. So, yes, an electrical signal can be propagated through the human body and can kill microbes in the process.

Are you really saying that for nay microbe, any frequency is as good as any other frequency? So, you are saying that Royal Rife was stupid and ignorant? And he is by far not the only one.
