It is interesting that those requirements would make the unit more risky. However, according to the manufacturers that I have talked to, the 60601 units also have a higher degree of isolation in their circuits ( mains to output isolation ) as well as greater level of power shunting by the transorbs.

Perhaps they are putting a greater amount of safety consideration than the spec's call for?
