Do you think it is boat makers masterminding haarp? Who made the decision to construct haarp and what and why and who to use it on?

There are several web sites that claim it was funded by the US Airforce, and the Navy. Many uses are named from a weapon for wars to a crowd control device.

That's not to say that the boat makers couldn't steal the idea, but that would require one with a brain capable of giving up the close and personal type death that they prefer of those that think differently, and letting them live after making their lives a little more miserable.

As for your girlfriend, she has a whole history of lies, and deception. Anybody that would vote her to be POTUS would expect more of the same. A good portion of her campaign funds come from people who live outside the US, and would be tickled to death to have somebody such as her be in charge of HAARP. The only differences between her, and Obama are gendre, and ethnicity. Otherwise they are two peas in a pod.

On the other hand a person like Ron Paul who voted 100% of the time for actions that mirrored the writings of the Constitution would eliminate the fears of countries outside the US having any influence on decisions of the POTUS.

In fact if there were an amendment to the constitution that stated anybody who ran for office would have to sign a declaration that would bind them to follow the constitution in their actions under penalty of death would stop all the power grabbers in their tracks. [I know ,So what if I dream]. All the lobbyist would have to file for unemployment.
