Most of the essential elements are low or low-norm. Detox consultant and author, Andrew Cutler, has a theory about mercury--Hg's--effects on movement/transport of minerals in the body.
Your test seems to match Cutler's Rule 1 and therefore according to the theory, suggests the involvement of heavy metals, probably Hg. There is more on an early version of the theory in this discussion.

When a test matches a Rule, Cutler generally does not trust that the levels in hair accurately reflect body levels. You won't likely adjust your supplements based on such a test.
However, if you have an intense personality or somewhat frequent moments of intensity, anger, etc, you might like a couple of milligrams of lithium orotate. In the Yahoo groups we've seen that quite often. A friend and I are two such people. I personally know a couple of other people who benefit from an occasional partial capsule. The effect was quite impressive for me. For a short while I was on a low dose of a mild mood stabilizer for my formerly intense mood. Li, Mg, Fish oil, glutamine, probably plus Amalgam filling removal and detox have been very impressive in this area. I did not start detox for this reason. I had a bone density problem in my 40's apparently due to lead and cadmium. The improved mood is one of a list of unexpected improvements in addition to much improved bone density.
