I'm fairly sure that DIM and I3C are for balancing estrogen metabolites--downstream chemicals.

DIM, Diindole Methane, BaC vitamins.

20 grams. 200 servings per container. Suggested use: As a dietary supplement, take 1 scoop daily with a glass of water and food. Take consistently each day for best results.

From cruciferous vegetables, DIM is a stable, bioavailable form of indole 3- carbinol (I3C) with up to 10 times the potency of I3C according to some authorities. A pound and one half of broccoli = 300mg I3C = 30-40mg DIM! Diindolylmethane has unique hormonal benefits. It supports the activity of enzymes that support healthy estrogen metabolism and it helps promote a healthy ratio of “good” 2-hydroxy estrone and estriol to “negative” 16-hydroxy estrone. (Ask your health professional about tests to measure the ratio between these estrogens.) Typical dose 200 to 400mg.**

Also check out the articles on it here.

If you have high cortisol due to anxiety I wonder if your body is "stealing" upstream adrenal hormones to make the stress hormone, cortisol, and causing low or low-norm sex hormones.

A cluster of low magnsium symptoms includes anxiety, depression, constipation and some muscle problems. Mg glycinate seems to be a nice option for this situation since it is well absorbed and the glycine also has a reputation for anti-anxiety effects.

GABA and glutamine are also on a short list of things to try when anxiety is involved. A tiny amount of lithium orotate might also be a helpful part of your anti-anxiety/panic support combo.

Good luck.
