A single isolated Iodine atom is a free-radical, and will abstract an electron from anything around it, even a water molecule.
The half life of a nascent Iodine atom is on the order of 400 microseconds, so it is not physically possible to bottle up nascent Iodine atoms.
An iodine atom has seven electrons in its outer shell, adding an electron to an iodine atom provides an Iodide ion having a -1 charge.
"Nascent Iodine" is a marketing gimmick and nothing more. There is no "charge" to it whatsoever.
Submerging an iodine solution that's contained in a (non-conductive) glass bottle in an electrolyte bath and then passing current through the bath makes no measurable physical change to what's inside the bottle.
