There is a solution to this problem. Before distilling the water add a small quantity of ascorbic acid. It reacts with the Chloramines with a half life of about 4 minutes.
You can actually see the bubbles of chlorine appear in a couple of minutes on the side of a glass.
Once the Chloramine is removed, the water can be safely distilled and the salt that is formed will be left behind. This method is also effective for bath water, washing water and water for plants.
Water dechlorinated this way should be used right away. Once the chlorine is gone algae and bacteria will multiply in the water and it will become cloudy in about 24 hours.
Only tiny amounts of vitamin c are needed. 100mg per litre is plenty for tap water.
I can't post a link but google "ascorbic acid chloramine"
for articles on Oxford Journals and wikipedia.
This method is used to dechlorinate water for home dialysis, and is also used for dechlorinating water for goldfish.
I use this method when I am culturing water kefir and my grains are healthy and nearly four years old.
