I have the same problem. Only mine is accompanied with stinky scalp too. I originally thought I had fungus, but even oil of oregano didn't work. It made it a little better, but I could not use regular shampoo without stinking again. I saw on another forum that a girl had this problem and she used citronella oil to kill them off. You have to dilute this oil as it can be sensitizing, but I am currently using the Burt's Bees insect repellant on my head for the second night which is a combination of lemongrass, citronella and rosemary along with a little grapes oil so you don't burn your skin. The girl on the other forum did it for three nights and she was free of the little buggers. I am currently on day two and have noticed an improvement. Not sure if she used the oils without diluting or not. Anyway, you might want to try I. I am losing hair and a girl...totally not cool. Good luck.
