1ppm = 1mg of Silver p/Liter of solution

IOW. Assuming 18000ppm were actually possible, then this also means we'd be looking at 18grams of Silver per 1/Liter of solution. To which I'd add, is several times above the toxicity level for human use and/or consumption. Not to mention the overall look of the solution itself. :/
