The best way to cure this is constant moisturizing. I apply a regular chapstick with a good SPF. constantly. I sometimes use aquaphor if necessary but I try not to because of the glossyness. Apply chapstick 100 times a day of you have to. Eventually the dead skin will feel like it doesn't need to be there and Will fall off in the shower. This is a good thing. Some skin will stay on and that's ok. Just wait until it dries then apply the chapstick again. Keep doing it, and don't stop!! Also I drink about 110 oz of water a day to help it out. Do this for about 2 months and you'll be completely cured.
