In short there are two forms of Iodine. Iodine and IodiDe. Some body parts prefer one over the other and some parts will take whichever. Thyroid needs IodiNe, and I think that's why I needed to continue Iodoral which had more Iodine even when taking high doses of Trapper's SSKI 2% (mostly Iodide with a bit of Iodine added). If you think your issues are hormonal, then you are likely in the same boat and should make sure you get IodiNe as well. Lugos is the same as Iodoral as far as the ratio of IodiNe to IodiDe. 2% is just more watered down and would take more drops to equal 5%. The issue you have to be careful of is the presence of Vitamin C will turn IodiNe into IodiDe. So if you take Lugos within an hour or so of other vitamins of food with Vitamin C, you may end up with mostly Iodide anyhow (similar to SSKI ). Plus Lugos for me was a lot harder to take than Iodide as far as taste/stomach settling.

If cost is the biggest factor, I'd go with a combination of Lugos (keeping it away from your Vitamin C intake) and Trapper's SSKI . If you can afford Iodoral + Trapper's SSKI, I found that easier since the Iodoral is slow release I didn't have to worry about timing it perfectly with my Vitamin C intake.

I discovered Iodine well after tons of trying to treat Adrenal and Thyroid issues on their own, and I saw a huge improvement in lingering issues early on. All of my issues stemmed from a really bad stomach flu a few years ago that basically wiped out everything.

One thing to mention is that my Dr. said I was pre-menopausal (at 34) due to my periods being 20% output compared to prior to the flu. Iodine is slowly returning them to normal. I guess that can be noted as one bad side affect of Iodine since I was really enjoying a break from those annoying cycles :)
